Even though facilities below 1,000 TOE are exempt from EIVER's heavy survey and energy manager set or are in a different liability band, energy cost directly affects SME profitability. In Turkey, “EFFICIENCY” practically corresponds to the sum of several programs: KOSGEB SME Energy Efficiency Support Program (due diligence, survey, capacity), Ministry VAP grant (investment project) and EKA program (energy/carbon intensity reduction). Choosing the right program depends on the consumption band and project type.

Who can benefit?

  • KOSGEB: SME qualified enterprises — 10–99 TEP or 100–500 TEP bands per year
  • VAP: Industry, service, public buildings — energy saving investment
  • EKA: Energy/carbon/specific consumption reduction project
  • Below 1,000 TEP: EIVER no heavy liability; incentive still possible
  • ESCO projects: Can be evaluated within the scope of VAP

Application roadmap

Typical sequence: (1) 12 months invoice and OSOS summary if available, (2) quick study or KOSGEB study service, (3) savings project list (kWh, investment, return), (4) application to the appropriate program, (5) proof of savings with post-implementation M&V. ENOPTIMAL SME use

For single-site SMEs, OSOS integration, invoice verification and monthly consumption report feed into the VAP/EKA application annex. The kWh decrease after the savings project is monitored on the platform and input is provided to the grant closing report.

Conclusion

Being below 1,000 TEP may mean exemption from EIVER; It does not mean being deprived of energy incentives. Match KOSGEB, VAP and EKA channels according to your consumption band. You can request an SME energy maturity assessment with the demo.
