Licensed storage has two paths. A supplier adds a standalone battery, connected directly to the grid, onto its own licence. An investor commits to build storage together with a wind or solar plant. On both paths the first filing goes to EPDK. Where the revenue sits is in our licensed battery storage article. This page is only the order.

Three institutions, three jobs
EPDK writes the licence. TEİAŞ runs the transmission grid. At distribution level the regional distribution company does that job. EPİAŞ runs the market. The day-ahead book, the intraday book and the settlement ledger sit there. The three doors are separate.
| Institution | Role | When |
|---|---|---|
| EPDK | Pre-licence, licence, amendment | First filing |
| TEİAŞ | Transmission connection opinion, agreements, ancillary-service test | EPDK requests the opinion |
| Distribution company | Distribution connection opinion and agreements | EPDK requests the opinion |
| EIA (ÇED) | Environmental decision | After the Board finds the file suitable |
| EPİAŞ | Registration, GÖP, GİP, settlement | After acceptance and metering |
The supplier path
This path is a standalone plant. The battery is not part of a power plant. Charge is withdrawal from the grid and discharge is injection. The floor is 2 MW. There is no separate storage licence. The plant is endorsed on a supply or aggregator licence by amendment. Each plant has its own amendment.
Step 1. Is the licence in place?
If you already hold a supply licence or an aggregator licence, skip this step. If not, obtain that licence from EPDK first. The battery is written onto it.
Step 2. The amendment at EPDK
Each plant needs its own amendment application at EPDK. The file has two money items. Capital is the licence minimum plus 20 percent of the investment. Collateral follows the rate in the Board decision. The amendment fee is paid per plant.
Step 3. The connection opinion
EPDK asks for the connection opinion. At transmission level it puts the question to TEİAŞ. At distribution level it puts the question to the distribution company of the plant’s region. The term is 45 days from the request. The opinion is then notified to you. You have 10 business days to accept or object. Silence counts as acceptance. If storage is included in a new supply application, TEİAŞ also gives a technical-suitability opinion.
Step 4. The environmental decision
Once the Board finds the file suitable, the environmental decision follows. Within 45 days of notification you apply to the relevant authority for the EIA (ÇED). You file the decision with EPDK within the period the Board sets. Only then is the amendment endorsed on your licence.
Step 5. Agreements, construction, acceptance
You sign a connection agreement and a system-use agreement with TEİAŞ or the distribution company. The layout follows Annex EK-3. The plant is built. Provisional acceptance follows. Acceptance is the moment the meter can enter settlement.
EPİAŞ, a separate step for the supplier
There is no licence filing at EPİAŞ. If you hold a supply licence, your market registration is already there. What is new is the battery meter. After acceptance the order is this.
- Injection and withdrawal enter your settlement account. Charge is withdrawal. Discharge is injection.
- In a cheap hour you bid to buy on the day-ahead market (GÖP). The battery charges.
- In an expensive hour you bid to sell. The battery discharges.
- When the forecast slips during the day, you correct it on the intraday market (GİP).
- Collateral at EPİAŞ covers the larger position.
- Primary and secondary do not open at the EPİAŞ door. The qualification test is at TEİAŞ. The capacity fee of a plant that passes is written in settlement.
- The same megawatt-hour is not written both to reserve and to a GÖP sale.
The investor path
This path is a generation licence. The battery is the commitment beside a wind or solar plant. Energy delivered to the grid passes through the storage unit. The plant stays inside the site. Instantaneous power stays within the licensed power.
Step 1. Pre-licence at EPDK
Under Article 7/10 of the Law you apply to EPDK for a wind and/or solar pre-licence up to the storage power you commit to build. If the plant is already operating, Article 7/11 is a capacity-increase amendment. That is not a new pre-licence. Whether EPDK is accepting new 7/10 files is written in that period’s announcement.
Step 2. The TEİAŞ connection opinion
EPDK sends the file to TEİAŞ in the order it was taken into evaluation. TEİAŞ gives opinions until the free capacity in the region is full. The first file past that remainder is asked to come down to the remainder. If the remainder is below the minimum, the opinion is negative. TEİAŞ also reviews the technical suitability of the storage unit.
Step 3. Acceptance, publication, technical review
The opinion is notified to you. You have 10 business days to accept or object. A positive opinion is published on EPDK’s site. Third parties have 10 business days to object, and only on personal rights. The file then goes, in the same order, to the General Directorate of Energy Affairs. Overlapping sites are sent back for a correction.
Step 4. Construction, licence, acceptance
After the pre-licence come construction, then the generation licence and acceptance. The connection agreement is signed with the grid operator that gave the opinion.
Step 5. EPİAŞ
Producer registration, GÖP, GİP and settlement come after acceptance. Ancillary services open with a TEİAŞ test when the plant is on the transmission system at 30 MW or more. EPİAŞ does not run that test. It writes the fee into the settlement ledger.
| Supplier | Investor | |
|---|---|---|
| Licence | Supply or aggregator | Generation pre-licence |
| Plant | Standalone battery, at least 2 MW | Wind or solar plus a storage commitment |
| First filing | EPDK amendment | EPDK pre-licence |
| Connection | TEİAŞ on transmission, the regional company on distribution | EPDK sends the file to TEİAŞ in order |
| EPİAŞ | The meter is added to the existing registration | Producer registration after acceptance |
The short order
EPDK first. Then the connection opinion EPDK requests: TEİAŞ on transmission, the regional company on distribution. Then the environmental decision, the agreements, construction and acceptance. EPİAŞ is last. For a supplier, the battery meter is added to the existing market registration. For an investor, producer registration opens after acceptance.
