In the free consumer + unlicensed solar power combination, the energy layer and the money layer are separated. Hourly offset offsets kWh; However, while the price of the offset energy is based on the tariff on the EPİAŞ - assigned supply - supplier line, the reference price in your bilateral agreement is usually (PTF + YEKDEM) × coefficient. These two prices are rarely equal — the difference is a critical item that “doesn’t show up” on the invoice line but is subject to reconciliation and contracting at the end of the month. This road map; It explains step by step the EMRA example, the formation of the difference, what should be written in the supply contract and why hourly monitoring is essential.

Step 1 — What happens with hourly settlement? (Table 1 summary)
In the EMRA example detailed in our Hourly Settlement 2026 guide; The intraday hourly production-consumption profile of a consumption facility associated with a production facility is subject to offset. At the end of the month, a total of 60,000 kWh was produced in 720 hours, 47,400 kWh of which was offset to meet consumption, and 12,600 kWh was recorded as surplus. The net consumption after offset from the gross consumption of 75,000 kWh is 27,600 kWh — your supplier will invoice you for this net amount.
| pencil | quantity | Conclusion |
|---|---|---|
| Total production | 60,000 kWh | Offset + surplus |
| offset | 47,400 kWh | No double bills; compromise line |
| surplus | 12,600 kWh | Sales within limit |
| net consumption | 27,600 kWh | consumption invoice |

Step 2 — How does the tariff-free consumer difference occur?
If you had not offset and received the same 47,400 kWh from the grid according to your free consumer agreement, the unit cost would typically be (PTF + YEKDEM) × coefficient. Since there is offset, this part is not recorded as a net purchase on your consumption invoice — you do not “pay” the agreement price for that kWh. On the other hand, the cost of the offset energy is; It is paid by EPİAŞ to the assigned supply company, and if the free consumer right is exercised, by the assigned supply to your supplier, based on the tariff price. The supplier receives the tariff fee; The cost you avoid is your market formula. The difference between the two appears as the "offset tariff-free consumer difference" at the end of the month.
| Scenario | Unit (example) | 47,400 kWh × unit |
|---|---|---|
| Without offset: free consumer purchase | (PTF+YEKDEM)×coefficient → e.g. 4.20 TL/kWh | ~198,000 TL in avoided costs |
| Compromise: tariff fee to the supplier | Subscriber group tariff → e.g. 3.00 TL/kWh | ~142,200 TL (assigned supply line) |
| Difference (scissors) | 1.20 TL/kWh | ~56,800 TL — who owns it in the contract? |
- The difference can change every month or even every hour: PTF is hourly, YEKDEM is monthly, the tariff is seasonal.
- Tariff > free unit or vice versa; The critical thing is to clarify in the contract who owns the difference.
- Multiplying the monthly total kWh by the “average price” hides the hourly spread — an hourly breakdown is required for auditing.
- In our SKTT and Free Consumer 2026 guide, the (PTF+YEKDEM)×KBK formula is explained in detail; In this article, the focus is on the intersection with SPP offset.
Step 3 — This issue should be included in the supply contract
Even though there is no double line in the consumer invoice for the offset energy, there is a fee flow through the tariff on the supplier side. The difference between this price and your agreement price (or (PTF+YEKDEM)×coefficient reference); It is not automatically considered a “deposit in your favor” or a “supplier's margin” — it must be the subject of negotiation and contract between the parties. If this article is omitted when renewing a bilateral agreement or signing a new contract for free consumers with solar power plants, surprise amounts and objections in the month-end reconciliation are inevitable.
Contract/negotiation checklist
- Definition of offset energy: self-consumed kWh after hourly offset.
- Reference price: bilateral agreement unit, (PTF+YEKDEM)×coefficient or fixed unit?
- Settlement fee: accounting of the amount paid over the tariff on the assigned supply / EPİAŞ line.
- Owner of the difference: consumer return, supplier margin, shared model or fixed adjustment item.
- Reconciliation calendar: month-end hourly breakdown report + objection period.
- Data source: EPİAŞ LUM, OSOS, distribution raw data — which one will be taken as basis?
- Difference between the price to be applied when there is no SPP / no offset and the correction to be applied when there is an offset.
Step 4 — Hourly monitoring is a must: if not monitored, error is inevitable
In the hourly settlement regime, month-end total production and consumption alone are not sufficient. The unit costs of the kWh offset at noon and the kWh taken from the grid at night are different; The difference item also accumulates hour by hour. If hourly production-consumption-offsetting-net consumption-surplus and unit price (tariff vs. free) are not monitored: (1) month-end reconciliation cannot be audited, (2) supplier correction lines cannot be objected to, (3) deviation between the LLM / OSOS / invoice trio is not noticed, (4) the "to whom does the difference belong" clause in the contract cannot be actually implemented. In short: if there is no hourly monitoring, the process cannot be controlled and is open to many operational and financial errors.
| Approach | What appears? | Risk |
|---|---|---|
| End of month kWh only | 60k / 47.4k / 27.6k summary | Hourly accumulation of the difference and PTF scissors disappear |
| Hourly energy balance | Offset/net/excess every hour | Contract difference cannot be calculated without TL layer |
| Hourly energy + price | Tariff vs (PTF+YEKDEM)×coefficient difference | Auditable basis for agreement and objection |
- Time drift (timezone / meter clock) can produce hundreds of kWh and thousands of TL deviation in a single day.
- Incorrect switchboard type (5.1c / 5.1h) or measuring point will distort the offset kWh from the beginning.
- Gross vs net consumption confusion: supplier market transactions are gross, you are billed net — confusing the two is the classic mistake.
- 720 rows with manual Excel: high risk of formula errors, copy-paste and version conflicts.
Step 5 — ENOPTIMAL monitors this process hourly
ENOPTIMAL production and settlement module; It keeps hourly production-consumption matching, offset kWh, net consumption and surplus in the same flow. In the free consumer tariff, the item "monthly consumption offset tariff free consumer difference" shows the difference between the national tariff unit and the free/contract offset unit in hourly and monthly totals. Thus, steps 2 and 3 of the roadmap (measurement of the difference + contractual data) become operational — an auditable hourly record is created, not a month-end “forecast”.
Roadmap summary
- Energy: hourly offset → offset / net consumption / surplus (EPDK example).
- Money: tariff settlement for offset kWh ≠ your (PTF+YEKDEM)×coefficient avoidance.
- Agreement: the owner of the difference, the agreement and the data source should be written in the bilateral agreement.
- Operation: if there is no hourly monitoring, the process cannot be controlled; The risk of error and objection is high.
- Tool: ENOPTIMAL tracks hourly offset and tariff-free consumer difference.
Conclusion
For eligible consumers, hourly offset is not just "producing solar energy and reducing the bill". As seen in the offset example of 47,400 kWh, the energy is balanced; At the monetary layer, a constant gap accumulates between the tariff and the market formula. Leaving this difference without discussing it with your supplier and writing it into the contract invites surprises at the end of the month. The same difference cannot be controlled without hourly monitoring. ENOPTIMAL makes this road map trackable hourly in the field — the sales limit in our unlicensed solar energy sales guide, the formula detail in our SKTT and Free Consumer 2026 guide are complementary reading.
