Industrial green transition regulation: practical checklist

Key regulatory threads industrial energy teams should track in Turkey.

As of the end of 2025, Turkish industry will be evaluated not only with the energy bill and CBAM, but also within the framework of integrated pollution prevention. Green Transformation in Industry (SYD) Certificate within the scope of the Industrial Emissions Management Regulation; It combines air emissions, waste, water, noise and energy efficiency into a single performance score. For energy-intensive facilities, OSOS and continuous monitoring are measurable inputs to the SYD assessment.

Regulation scope and zero pollution target

Regulation; It aims to reduce industrial emissions and waste generation with its integrated pollution prevention and control (IPPC) approach. Sectoral Best Available Techniques (BAT) guidelines define at what technical level facilities — including energy, metals, minerals, chemicals, waste, technical textiles, automotive and food — will be assessed. The phrase “zero pollution” refers to emission and waste minimization together with resource efficiency; It covers not only the chimney filter but also process and energy optimization.

SYD document and 90-day application

Facilities that exceed the capacity threshold in the activity categories listed in ANNEX-1 are obliged to obtain a SYD certificate. Facilities that are active on the effective date of the regulation or have applied for EIA must apply to the E-SYD system with ANNEX-3 information and documents within 90 days after the environmental permit and license certificate is issued. The Ministry evaluates the application within 30 days; In case of deficiency, 60 days are given for completion.

  • On-site detection (Provincial Directorate)

Energy efficiency vs emission control technologies

waterClosed circuit, purificationWater footprint reduction

Energy efficiency investment provides direct gains in most SYD scores; The measurement discipline in our Energy Survey and EIVER guide matches the SYD data quality. Emission control technology (filter, SCR, etc.) is the ultimate solution; Energy efficiency, on the other hand, provides reductions at the source — the two are not interchangeable.

OSOS and continuous monitoring

Electricity consumption and demand profile, energy density (kWh/ton) and recovery verification of efficiency projects are made with OSOS and sub-meter data. In SYD renewal and MET compliance audits, traceable kWh reduction is requested instead of "estimated savings". The ENOPTIMAL multi-site consumption module consolidates this data for centralized reporting.

Conclusion

The Green Transformation Regulation in Industry aims to move heavy industry to certain SYD classes by 2030. The 90-day application window should not be missed; Energy efficiency and OSOS monitoring are among the fastest gaining areas of SYD score.
