Municipalities; It is one of the largest public energy consumers in Turkey with its service buildings, cultural facilities, sports halls, water and wastewater facilities, street lighting and traffic infrastructure. Within the scope of 5627, public buildings have energy manager and survey obligations; SECAP (Sustainable Energy and Climate Action Plan) and climate targets bring consumption to the strategic agenda. Without measurement, the savings of LED or Solar investment cannot be proven.

Public buildings energy inventory

The first step in municipal energy management is the facility inventory: building list, gross area, heating/cooling type, OSOS subscriptions, fuel consumption and number of lighting fixtures. The TEP calculation in our Energy Survey and EIVER guide is also valid for public buildings. Without a centralized inventory, the SECAP or green municipality report would not be consistent.

LED lighting transformation

Many municipalities in Turkey have converted to LED street and building lighting. In the projects reported in the Kayseri, Çorlu and Bolu examples, a 50-65% reduction in energy consumption, a reduction in maintenance costs and better lighting quality were targeted together. Savings rate varies by fixture type, dimming/timer usage, and legacy system efficiency — before/after OSOS or meter data is mandatory.

Municipal Solar Power Plant: roof and lighting pole

Rooftop solar power plants of municipal buildings reduce electricity costs through self-consumption and offset. Lighting pole integrated SPP applications partially separate street lighting from grid dependency. Carbon reduction calculation (tons CO₂)

Electricity savings (kWh) × national grid emission factor (kg CO₂e/kWh) = annual tCO₂e reduction. When LED + GES are applied together, Scope 2 drop is directly included in the SECAP report. The same data set can be used in municipal subsidiaries that prepare TSRS or climate reports.

Municipal energy efficiency; It is the measurable management of LED, solar energy and building automation investments. SECAP targets cease to be “paper targets” only with OSOS-supported inventory and annual verification.
